NOTICE ON SCAMMERS DEFRAUDING BUSINESSES USING THE DEPARTMENT’S NAME

 


The Department of Rural Development and Land Reform has been inundated by enquiries regarding payment of goods delivered by Service Providers who have been conned by unscrupulous imposters pretending to be officials from the department. According to the types of enquiries made it appears that there is a syndicate which saw an opportunity to defraud potential service providers using the identity of the Department of Rural Development and Land Reform. The department became aware of the rising incidents which are reported to the Vetting and Special Investigations Directorate within the department and as a result a need to take action has been identified.


The syndicate initiates bogus business transactions by using the department’s logo in requesting quotations of goods from service providers with the pretense that they are needed by the department. The item descriptions of these goods are manipulated which makes it difficult for victims to source them leading them to enquire to the scammers who then direct them to their preferred falsified suppliers. Then the unsuspecting service providers make enquiries to these bogus suppliers who will then request a deposit before the delivery of goods. After the deposits are made then the imposters assures service providers that they will of had deliver the goods at the Department of Rural Development and Land Reform which turns out to be untrue/false. After this transaction service providers then invoice the department to pay for the goods supposedly delivered.


In light of this ongoing trend it has been noted that the documentation which is used by the syndicates has the departments logo and in most cases the syndicate use names of officials who work for the department. However it has been proven that the contact details such as telephone numbers, fax numbers and email addresses that appear on the documents supplied by the syndicate have been falsified meaning that they do not match details of the department.
In view of the above, the Department of Rural Development and Land Reform would like to draw the attention of all service providers and the public at large that the department has its own Supply Chain Process which requests potential service providers to be listed on its database.

The department therefore would like to distance itself from all transactions which have been entered into by syndicates and service providers who are not listed on the department’s database.
Furthermore the department would like to warn companies to verify fax numbers, telephone numbers, email address and names on all the requests for quotations they receive from the department by using telephone directories or confirming numbers which are listed on the website.
